Algeria to Revamp One-Stop Investment Desks as Rekkache Signals Regulatory Overhaul

Omar Rekkache, Director General of the Algerian Investment Promotion Agency (AAPI), said on Tuesday in Algiers that new regulations governing the agency’s one-stop investment desks will be published within a week, following government approval, in a bid to streamline procedures and improve investor services.
He made the announcement during a session held as part of a PwC-organised meeting presenting the “PwC CEO Survey,” in partnership with the Algerian Economic Renewal Council (CREA), attended by government officials, business leaders and institutional representatives.
Rekkache described the forthcoming framework as a “key milestone” in improving the business environment, saying it aims to turn one-stop desks into a unified interface for investors, reducing administrative friction and strengthening investor support. He added that the draft texts were developed in coordination with CREA and would be followed by a dedicated briefing session.
He also pointed to ongoing efforts to digitise the investment process in coordination with the High Commission for Digitalisation, ahead of the launch of a fully digital one-stop platform intended to improve speed, transparency and efficiency in processing investment applications.
The AAPI chief cited improved investor sentiment in recent years, referencing the PwC survey as evidence of confidence in Algeria’s reform agenda, underpinned by a revised legal framework, government policy direction and an expanding pipeline of registered projects.
He said the agency’s focus was shifting from investment registration to execution, directing capital towards productive sectors that generate value, jobs and import substitution, while promoting technology transfer.
According to him, 53% of registered projects are currently under implementation, with more than 1,400 already in production since the new investment law came into force.
Rekkache highlighted the role of SMEs and micro-enterprises, which account for most registered projects and underpin regional development, adding that the agency is strengthening their integration into supply chains through subcontracting links with larger projects to expand local value creation and employment.
