Algeria Unveils 2026–2028 Tourism Strategy Targeting Eight Million Visitors

ALGIERS – Algeria has adopted a 2026–2028 national action plan aimed at attracting eight million tourists, as authorities seek to strengthen the tourism sector’s contribution to economic diversification through expanded domestic tourism, improved accommodation infrastructure, and enhanced workforce development.
The strategy was announced by Minister of Tourism and Handicrafts Houria Meddahi during the graduation ceremony for Bachelor’s and Master’s students at the Higher School of Hospitality and Catering of Algiers (ESHRA), according to a statement issued on Thursday by the Ministry of Tourism and Handicrafts.
According to the ministry, the action plan seeks to increase tourist arrivals by promoting domestic tourism while improving accommodation conditions and expanding the quality of tourism services across the country.
Meddahi said achieving the target of eight million visitors depends on the availability of qualified human resources capable of delivering modern services that meet the evolving expectations of domestic and international tourists.
She added that Algeria’s tourism sector continues to experience positive momentum in line with the strategic orientations of President Abdelmadjid Tebboune, which seek to position tourism as a key driver of economic diversification and establish a sustainable tourism model built on the country’s national assets and tourism potential.
The minister highlighted ongoing efforts undertaken in coordination with various government institutions and partner organisations to strengthen vocational training across the sector.
According to the ministry, during the first half of 2026 more than 4,000 tourist guides, 1,200 artisans, and over 900 managers of hotels, tourism establishments, and travel agencies completed specialised training programmes designed to enhance professional standards and improve service quality.
Meddahi said specialised training has become an essential requirement for supporting the sector’s transformation and building a competitive and sustainable tourism industry capable of meeting international standards.
She also called on hotel and tourism establishment owners to facilitate the professional integration of newly qualified graduates by providing employment opportunities that support the development of skilled national talent and strengthen the industry’s long-term competitiveness.
