RABAT – Morocco’s legal profession is preparing for a nationwide protest after the Association of Moroccan Bar Associations announced plans to stage a demonstration outside parliament on June 29, amid growing opposition to a draft law governing the legal profession.

The planned mobilisation comes as tensions continue to rise between legal practitioners and authorities over proposed reforms that lawyers argue could affect the autonomy and institutional independence of the profession.

According to the association, the protest is intended to express concerns regarding provisions contained in the draft legislation, which many lawyers believe could alter longstanding professional guarantees and the self-governing framework of the legal profession in Morocco.

The organisation stated that the demonstration forms part of broader efforts aimed at safeguarding what it describes as the profession’s institutional gains and preserving the role of lawyers within the judicial system.

Concerns Over Professional Independence

Representatives of the legal profession have argued that several elements of the proposed reform could have implications for the independence of the defence function and the broader administration of justice.

Lawyers’ associations have maintained that the legal profession serves as a fundamental component of the judicial process and that any reforms affecting its governance should be developed through broad consultation with professional bodies.

The dispute has evolved beyond technical legal considerations, with professional organisations framing the debate as one concerning the future role and autonomy of lawyers within Morocco’s justice system.

Escalating Mobilisation Efforts

In addition to the planned protest, the Association of Moroccan Bar Associations has indicated that it intends to intensify advocacy efforts through engagement with national and international stakeholders.

The organisation has also announced plans to hold a press conference outlining its position on the proposed reforms and presenting its assessment of the legislation currently under discussion.

Professional representatives say these initiatives are designed to raise awareness of their concerns and encourage broader dialogue regarding the future framework governing the legal profession.

Calls for Professional Unity

The association has urged lawyers and bar associations across the country to coordinate their efforts and prioritise collective advocacy during the current period, describing the issue as one that transcends professional interests and relates to the functioning of the justice system as a whole.

According to legal practitioners, preserving professional independence remains essential to ensuring effective legal representation and maintaining public confidence in judicial institutions.

The June 29 demonstration is expected to serve as a key indicator of the depth of opposition within the legal profession to the proposed reforms.
