Algeria, Russia Move to Deepen Mining Cooperation Ahead of Bilateral Commission Meeting

MOSCOW – Algeria and Russia have reaffirmed their commitment to expanding cooperation in the mining sector, with a particular focus on strategic minerals, rare earth elements, and large-scale resource development projects, during talks held on Thursday in Moscow between Algerian Minister of State and Minister of Energy, Mines and Renewable Energies Mohamed Arkab and Russian Minister of Natural Resources and Environment Alexander Kozlov.
According to a statement issued by Algeria’s Ministry of Energy, Mines and Renewable Energies, the discussions formed part of preparations for the 13th session of the Algerian-Russian Intergovernmental Joint Commission on Economic, Commercial, Scientific and Technical Cooperation.
The meeting was attended by senior officials from both countries, including Algeria’s Ambassador to Russia, Russia’s Ambassador to Algeria, Chairman of the National Agency for the Valorisation of Hydrocarbon Resources (ALNAFT) Samir Bekhti, President of the Hydrocarbon Regulatory Authority (ARH) Amine Remini, and representatives from the mining and energy sectors of both nations.
The two sides reviewed the current state and future prospects of bilateral cooperation in mining and mineral industries, reaffirming the strength of Algerian-Russian relations and their shared determination to deepen economic and investment partnerships in strategic sectors capable of generating significant added value.
Particular attention was devoted to opportunities for collaboration across the entire mining value chain, including geological research, mineral exploration, extraction, processing, and resource valorisation. Discussions highlighted the growing strategic importance of critical minerals, strategic metals, and rare earth elements, which are increasingly essential for advanced manufacturing industries, high-technology applications, and renewable energy technologies.
The ministers also explored avenues for strengthening cooperation in sustainable mining practices and environmental standards, emphasising the importance of responsible resource management and environmentally sustainable industrial development.
During the talks, Arkab outlined Algeria’s strategy for developing its mining sector, stressing the country’s substantial mineral potential and the role assigned to mining as a key driver of economic diversification beyond hydrocarbons.
He presented ongoing reforms aimed at improving the investment climate, including the implementation of a new legal framework governing mining activities, the expansion of geological infrastructure, intensified exploration programmes, and enhanced access to geological data for investors. The reforms are intended to increase the sector’s attractiveness to both domestic and foreign investment while aligning with international industry standards.
Arkab also highlighted several flagship mining projects that form part of Algeria’s industrialisation strategy, including the integrated phosphate transformation project, the development of the Gara Djebilet iron ore deposit, and the Oued Amizour zinc and lead mining project.
According to the minister, these strategic projects are expected to support industrial development, supply raw materials to manufacturing industries, reduce import dependency, and generate employment opportunities, particularly in Algeria’s southern and inland regions.
The Algerian minister encouraged Russian companies to take advantage of investment opportunities available in the country and to participate in the development of major mining projects through mutually beneficial partnerships involving technology transfer, industrial localisation, skills development, and technical training.
For his part, Kozlov reiterated Russia’s interest in expanding cooperation with Algeria in the mining sector, praising the country’s mineral resource potential and the reforms undertaken to stimulate sectoral growth.
The Russian minister also expressed the readiness of specialised Russian companies to strengthen their presence in Algeria and contribute to projects involving mineral exploration, extraction, processing, and value-added industrial development.
The discussions underscored growing efforts by both countries to diversify bilateral economic cooperation beyond the traditional energy sector and to develop long-term partnerships in strategic industries linked to industrial transformation, technological development, and resource security.
