Authorities in the Spanish enclave of Ceuta have urged Madrid to declare a state of emergency after nearly 2,000 migrants reached the territory from Morocco in two weeks, overwhelming reception facilities and intensifying pressure on local services.

ALGIERS — Authorities in the Spanish autonomous city of Ceuta have called on Spain’s central government to declare a state of emergency following what local officials describe as an unprecedented surge in irregular migration from the Moroccan coast.

According to Spanish media reports, Juan Vivas, President of Ceuta, said the city is facing an emergency situation without precedent after a sharp increase in migrant arrivals placed significant strain on local resources and reception facilities.

Record influx in two weeks

Local authorities estimate that around 2,000 irregular migrants have reached Ceuta by swimming from the Moroccan coast over the past two weeks, marking the largest wave of arrivals since the migration crisis that affected the enclave in 2021.

The latest influx has occurred despite reinforced border surveillance measures, including the deployment of drones, thermal imaging cameras and other monitoring technologies along the coastline.

Spanish authorities have acknowledged that these enhanced surveillance systems have proved insufficient to prevent repeated attempts by migrants to reach the enclave by sea.

Reception centres under severe pressure

The surge has placed Ceuta’s reception infrastructure under considerable pressure, with accommodation facilities operating beyond their intended capacity.

According to local authorities, the city’s Temporary Reception Centre, originally designed to accommodate 512 people, is currently housing 727 migrants, the majority of whom are Moroccan nationals.

The overcrowding has forced many newly arrived migrants to sleep outdoors in tents or makeshift shelters near the reception facility.

Authorities are also managing the arrival of approximately 500 unaccompanied minors, in addition to women and other vulnerable groups, further increasing the humanitarian and logistical challenges facing the enclave.

The latest crossings coincided with Morocco’s Throne Day celebrations, as several media reports pointed to growing public frustration over deteriorating economic and living conditions. According to those reports, worsening socio-economic pressures have driven increasing numbers of young people and entire families to undertake the dangerous journey across the Mediterranean in search of opportunities in Europe.

The same reports indicated that several crossing attempts ended in tragedy, with multiple drownings recorded, including children and members of families attempting to reach the Spanish coast, underscoring the persistent humanitarian risks associated with irregular migration routes.
