Algeria, Senegal Seek to Expand Energy Partnership Across Oil and Gas Value Chain

Energy Minister Mohamed Arkab and Senegal’s Foreign Minister Cheikh Niang discussed expanding bilateral cooperation in hydrocarbons, with a focus on strengthening ties between Sonatrach and Petrosen, advancing investment, technology transfer and capacity building.

ALGIERS — Algeria’s Minister of State and Minister of Energy, Mines and Renewable Energies, Mohamed Arkab, on Sunday held talks with Senegal’s Minister of African Integration, Foreign Affairs and Senegalese Abroad, Cheikh Niang, on expanding bilateral cooperation in the hydrocarbons sector and strengthening the partnership between Algeria’s Sonatrach and Senegal’s national oil company Petrosen.

According to a statement from the ministry, the meeting reviewed the current state and future prospects of cooperation across the oil and gas industry, reaffirming the strong ties of friendship between the two countries and their shared ambition to elevate relations into a broader economic and strategic partnership.

The discussions focused on expanding cooperation across the oil and gas value chain, including exploration and production, field development, refining and petrochemicals.

Both sides reaffirmed the importance of activating the memorandum of understanding signed between Sonatrach and Petrosen to create new opportunities for investment and technical cooperation.

The ministers also explored ways for Senegal to benefit from Algeria’s expertise in developing its hydrocarbons sector, particularly following the country’s recent oil and gas discoveries. They further discussed strengthening cooperation in training and knowledge transfer between the Algerian Petroleum Institute (IAP) and its Senegalese counterpart.

Additional areas of cooperation included petrochemical industries, hydrocarbon transportation, the marketing of petroleum and gas products, as well as exchanges of expertise in regulatory frameworks, governance, petroleum data management, industrial safety and environmental protection.

Arkab reaffirmed Algeria’s commitment, in line with the directives of President Abdelmadjid Tebboune, to strengthening intra-African cooperation and promoting South-South partnerships, particularly in the energy sector. He also stressed the importance of enhancing coordination between specialised institutions in both countries and reinforcing joint action within the African Petroleum Producers’ Organization (APPO) to support the continent’s energy security, facilitate technology transfer and strengthen African technical capacities.

For his part, Niang expressed Senegal’s interest in benefiting from Algeria’s extensive experience in the hydrocarbons industry, praising Sonatrach’s expertise and reaffirming Dakar’s commitment to expanding cooperation across all segments of the oil and gas sector.
