Bengrina Casts Vote, Says Strong Electoral Participation Reinforces Algeria’s State Institutions

ALGIERS — Abdelkader Bengrina, president of the El-Bina Movement, cast his ballot on Thursday morning in Algeria’s legislative elections, describing parliamentary polls as a cornerstone of the country’s institutional architecture and urging broad voter participation to reinforce the legitimacy of state institutions.

Bengrina voted at Ahmed Aroua Primary School in the municipality of Staoueli, west of Algiers, joining millions of Algerians participating in the nationwide election to choose the 407 members of the People’s National Assembly (APN). More than 24.7 million registered voters are eligible to cast ballots in 69 electoral constituencies, including 854,285 Algerians residing abroad, with voting organised under the supervision of the National Independent Election Authority (ANIE).

Speaking to journalists after voting, Bengrina said legislative elections constitute “an essential pillar of the institutions of the State” and reflect the continuity of the Algerian state and the stability of its constitutional institutions.

He noted that legislative, local and presidential elections are held in accordance with constitutional timetables, generally every five years, describing the regular organisation of elections as evidence of the normal functioning of Algeria’s institutional framework.

Reaffirming his party’s longstanding position, Bengrina said the El-Bina Movement has consistently encouraged participation in elections and has never called, either directly or indirectly, for an electoral boycott.

He described the ballot box as the principal democratic instrument through which citizens express their political choices and contribute to strengthening the institutions of the Republic.

Bengrina also pointed out that although the El-Bina Movement did not present a candidate list in the Algiers constituency, the party nevertheless maintained its commitment to encouraging electoral participation and did not advocate abstention.

Addressing the broader political context, Bengrina argued that Algeria continues to distinguish itself through the stability of its constitutional institutions at a time when some countries face prolonged political transitions, exceptional appointments or institutional uncertainty.

He called on citizens to participate in large numbers, saying that higher voter turnout contributes to reinforcing the legitimacy of elected institutions and consolidating the foundations of the Algerian state.

The legislative elections are being held to renew the 407-seat People’s National Assembly, with 793 electoral lists and 9,854 candidates contesting seats across Algeria’s domestic constituencies, alongside 54 electoral lists representing the Algerian community abroad. Preliminary results are expected to be announced by ANIE within 48 hours after the completion of vote counting, before the Constitutional Court certifies the final results following the examination of any electoral appeals.
